In addition to the request for staying in the injunctive, IMLS Keith Sonderling’s acting director filed a declaration with the court. This includes 19 points about his role in the agency, as well as arguing how the agency itself has been operating since the installation on March 12, 2025. In a statement prepared by Sonderling
- Confirming that three states have lost grants from grant programs (we know that they are California, Connecticut and Washington). Sonderling claims that as of May 1st, the money had returned.
- The 1,200 grants ended and only about 100 remained following an executive order requiring IML to be set up for statutory functions only.
- Allowing IMLS employees to return to work is a proposal that they are tied up by both time and money by the unions representing those employees.
- Sonderling shows that IMLS employees believe they are helping people still in their offices in sharing information related to lawsuits and news outlets. If IMLS employees return to the office, they may include suggestions that they are merely wings of the administration’s propaganda arm (“We promote uniformity, through Patrims, through Patrims, and through Sonderling’s homeostasis. From a press release on Sonderling’s new role).
- They claim that rehiring 57 staff would cost the agency $900,000 a month, but due to the nature of the ongoing resolution budget passed earlier this year, they cannot afford it.
- The complaint that the grants already promised to the institution must be restored would be financially unacceptable to $78.5 million, which is “contrary to the administration’s priorities and cannot be recovered.”
The light emptying that this administration has against public institutions is clear. Sonderling’s statement shows his lack of knowledge, experience or care for the role he was given. Life and livelihoods are on track, as is the case with the future of an institution where it is a job to serve America as a whole, not just the part that constitutes the administration’s view of American citizens.

The longer Trump is forced out of legal capabilities, the more opportunities he and his affiliates will have to advance both of these legal procedures. Remember that Trump proposed 2026 budget will cut all IML on October 1, 2025.
